Description: On March 9, 2019, Plaintiff was in his car, as a passenger in the back seat as one of his friends drove. Plaintiff is a young, black man; and the other three occupants of the car were also young, black men. They were stopped by Jones and Santomero in the vicinity of Paulding Ave and E. 214th St. in the Bronx. Jones ordered the driver to step out of the vehicle.
