Description: On October 6, 2020, Plaintiff was lawfully walking down the street when she saw P.O. tacked a woman to the ground in the vicinity of Lafayette and Broadway, County of New York. P.O. ordered Plaintiff to move to the sidewalk. P.O. walked up to the Plaintiff and unlawfully handcuffed her. At no point did the Plaintiff commit any crime. P.O. did not recover any drugs, weapons, graffiti instruments, or other illegal contraband from the Plaintiff. Nevertheless, P.O. tightly handcuffed the Plaintiff to her purse. P.O. threw the Plaintiff into the back of the NYPD Paddy wagon. Plaintiff remained in the cell for 10 hours before she was removed for fingerprinting.
