Description: Plaintiff's brother received a parking summons although he did nothing unlawful so Plaintiff asked the officers why and one of the officers poked him in the chest, then he was thrown against the car and struck in the legs with a baton. When the Plaintiff's brother exited the car, he was also subjected to excessive force and both were placed under arrest, charged with false charges that were eventually ACD'd
