Description: On November 17, 2016, Plaintiff Francisco Matos was driving his car in the middle of the night when Defendant Officer Falconer directed him to pull over his vehicle. Plaintiff Mr. Matos complied with the directive and exited his vehicle, at which point Defendant Officer Falconer searched Mr. Matos. Defendant Officer Falconer did not find any guns, drugs, or contraband on Mr. Matos' person, but arrested Mr. Matos anyway and placed him in handcuffs. Plaintiff Mr. Matos was taken to a precinct and held for several hours before being summarily released when the District Attorney declined to prosecute him.
