Complaint
Description: On February 10, 2021, Anthony Quiles (Plaintiff) was returning home on his motorized scooter, which was under 50cc, after visiting with his mother when he was hit by a van. Plaintiff chased after the van and attempted to speak with the driver at a red light. Plaintiff was unable to communicate with the driver since he did not respond in English. As Plaintiff continued to chase after the van, Plaintiff noticed two Defendant Officers ahead and headed towards them. The driver of the van also approached the Defendant Officers. Plaintiff informed the Defendant Officers that his right arm was hit by the van and that he was willing to file a police report. Defendant Officer Victor Cruz responded by grabbing Plaintiff...
