Description: On 11/23/2014, NYPD Officer David Ramos arrested a hearing impaired plaintiff, Sergei A. Kravtchouk, for Driving While Intoxicated and while doing so refused the plaintiff's request for a sign language interpreter, which the plaintiff requires in order to effectively communicate. As a result of Officer Ramos's initial refusal to provide an interpreter, the plaintiff faced several additional incidents of discrimination based on his disability, the harm of which was compounded by retaliatory actions taken by Officer Ramos.
