Description: On December 29, 1999, Plaintiff entered a convenience store and after an argument with Defendant Ling, was shot at by Defendant Ling - an NYPD officer. Plaintiff's girlfriend was shot in in the thigh at the incident. Plaintiff was accused of shooting defendant Ling during the incident - which Plaintiff alleges did not occur. Plaintiff was branded a cop shooter by NYPD officials after this, despite never being arrested for this incident and was subject to over 20 years of harassment by the NYPD and ADA. Plaintiff was harassed and accused of multiple murders he did not commit, resulting in multiple lengthy stays at Riker's for crimes he did not commit.
