Description: On May 23, 2013, Plaintiff was in a holding cell at the 19th Precinct after being processed on unrelated charges. While Plaintiff was being transported to Central Booking, Plaintiff complained about a shoulder injury that the handcuffs were aggravating (his shoulder had separated when placed in the car). After Plaintiff was placed in a holding cell at Central Booking, other inmates were placed in the cell who verbally and physically abused him, including rape.
