Description: On July 24, 2012, Plaintiff was pulled over by Defendant Officer Hopper and Sergeant Rosa, who approached with guns drawn. Defendant Hopper smashed the car’s window, then cut Plaintiff’s seatbelt and threw him from the car to the ground. Defendant Hopper cuffed Plaintiff and then tasered him. Plaintiff was taken to the hospital immediately for overnight care, and then to 75th Precinct. Plaintiff was charged with failure to obey a traffic signal and resisting arrest, but all charges were later adjourned.
