Description: On November 5, 2015, Plaintiff was wheeling his bicycle over the sidewalk and into a private residence in Queens, New York. Two defendant NYPD officials stopped Plaintiff and his uncle and asked if they had been in the vicinity of a nearby park. Plaintiff responded that they had not been. The officers asked for IDs from both men and then cited Plaintiff for riding his bicycle on the sidewalk, which he had not done. Later the same day, the same two officers stopped Plaintiff again.
