Description: On or about August 25, 2021 Plaintiff Tony Jones was locking up in his motorbike while standing on a public sidewalk. NYPD officers Farrell, Hui, Fowler and Kerr approached Plaintiff and requested to see the bike's registration. Plaintiff told Officer Hui the paperwork was in his car nearby and the officer indicated he could go retrieve the paperwork. Plaintiff began walking to the car when Defendant Farrell allegedly grabbed and slammed him to the ground. Within seconds all four officers using force including punches, and hand and harm strikes against plaintiff, who was not resisting.
