Complaint
Description: On September 5, 2016, plaintiff was shot in the arm and was subsequently in need of medical assistance. Defendant police officers instead arrested and handcuffed plaintiff without provocation or justification. Defendant officers did ultimately call an ambulance and transported plaintiff to the hospital where he remained handcuffed. Plaintiff was subsequently taken to the precinct, where he continued to request medical assistance. After another visit to the hospital, plaintiff was taken to central booking where the DA office declined to prosecute. Plaintiff was in custody for over 24 hours.
