Description: On December 31, 2015, plaintiff was arrested by defendant P.O.s McCarthy and Rolffot. The P.O.s had stopped plaintiff as he was walking down the street, and thereafter conducted a search of plaintiff. Approximately 2 hours prior to plaintiff's arrest, a complainant had reported a burglary incident. Surveillance footage reviewed by defendant Sgt. Henderson and Detective Defranco prior to their arrival at the scene of plaintiff's arrest clearly depicted the perpetrator of the burglary; the perpetrator was obviously not plaintiff.
