Description: On December 26, 2019, Plaintiff was a passenger in a vehicle that was stopped by police. Plaintiff and the driver were ordered out of the vehicle and complied. As Plaintiff exited the vehicle, officers grabbed Plaintiff's arms and forcibly placed him in handcuffs. The police then searched the vehicle without probable cause and did not find any evidence of illegal activity. The officers then placed Plaintiff and the driver under arrest for possession of a weapon despite the lack of probable cause. Plaintiff was taken to the precinct and booked. All charges against him were subsequently dismissed.
