Description: On September 20, 2021, the defendant police officers, Patricia Morris (shield #11817), Sergeant Roque Leo (shield #1199), David Schwartz (shield #1167) and John O'Rourke (shield #12156) and other defendant police officers, yet unidentified, without probable cause, grabbed, handcuffed, and forcefully shoved the plaintiff, Krystal Charles into a police vehicle. The incident occurred at the intersection of Seaview Avenue and Canarsie Road, in the County of Kings, New York. Ms. Charles was then taken to the 69th precinct, where she was assaulted again and improperly searched. Lt. Andrew Parfenoff witnessed this second assault but did nothing to prevent it.
