Description: On January 15, 2013, plaintiff sat in her car, near Sheepshead Bay Road and E. 15th Street, Brooklyn. An NYPD vehicle pulled up to the intersection and parked in front of plaintiff's car. Wells, Velez, and Mai exited the vehicle and approached plaintiff's car. Wells told plaintiff she was improperly parked. Wells ordered plaintiff to provide her license, registration, turn off the car and give him her keys. Plaintiff complied.
