Description: On April 8, 2021, Plaintiff, who is deaf and communicates through American Sign Language (ASL), called 911 by activating the hearing-impaired system inside his home, because he believed members of the NYPD had been constantly following him without justification. 7 POs arrived at Plaintiffs house and rushed inside, asking questions aggressively, without an interpreter present. Officer Gladis Cardenas and other unnamed POs grabbed the Plaintiff, placed him in handcuffs and arrested him. Plaintiff could not communicate the pain he was in form the tight handcuffs because no effort was made to communicate with Plaintiff using ASL.
