Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Crespo, Herman vs New York City Police Commanding Officer, et al.
Case # 16CV00708, U.S. District Court - Southern District NY, November 14, 2016
Complaint
Description: Mr. Crespo was in his apartment when three officers knocked on the door. When he opened the door, the officers pushed past him and asked if he had a case pending in court. Mr. Crespo showed them documentation that the misdemeanor charge against him had been dismissed. The officers accused Mr. Crespo of burglary in the 2nd degree and claimed there was a crowbar covered in blood, which was used during the burglary, that had Mr. Crespo's DNA on it. The officers and other defendants withheld evidence that would have cleared Mr. Crespo, which resulted in his detention and incarceration.
