Description: On September 12, 2015, the Plaintiff was asked to report to the 71st precinct in response to a complaint. The Plaintiff is a female who practices Islam and wears a Hijab in accordance with the religion’s teachings. When she arrived at the precinct, she was arrested, processed, photographed, and placed in a holding cell. She was taken out of the holding cell and handcuffed to a bench from 7:00pm to 6:00am in order to accommodate male detainees.
