Description: On the incident date, the plaintiff was going to a court appearance but was stopped at the door of the court by three plain-clothed officers who advised him to talk to a detective at the 33rd precinct first, then come to court. The plaintiff was resistant but later complied when D.O.C. Capt. Lynch threatened him with mace. Plaintiff was escorted out and taken to the 33rd precinct where the defendant, Det. Tegan clapped his hands in joy while the plain-clothed officers laughed along when the plaintiff asked why he was being treated as if he committed a crime.
