Description: On November 2, 2013, the plaintiff and his girlfriend exited his apartment building around 3:00PM and were approached by PO Vega and Sgt. Diaz, who issued a summons for plaintiff's girlfriend. While issuing the summons, POs Tavarez and Perez also arrived. When plaintiff asked why they were issuing a summons, PO Tavarez pushed plaintiff against a metal fence and placed him under arrest.
