Description: On July 11, 2012, Ms. Spencer was sitting in the park knitting when officers approached her and told her to leave based on a ban of lawn chair use in the park. While exiting, one of the officers forcefully grabbed Ms. Spencer causing her to panic and sit on the ground. Plaintiff then picked up Ms. Spencer's chair to assist her in leaving the park.
