Description: On February 2, 2014, the plaintiff, Tibor Farkas, who is deaf, took a ride in a taxi cab. The signage on the cab indicated that it accepts payment by credit card. At the end of the ride, Mr. Farkas attempted to pay by credit card, but the driver indicated that he would only accept cash. Since Mr. Farkas was not carrying cash, the driver took him to an ATM machine. When they got there, Mr. Farkas tried to contact his wife to get the PIN number for the ATM. The driver called the police, and the defendant police officers arrived at their location.
