Description: On November 16, 2016, plaintiff Wade was approached by plain clothes PO Pac at the Brooklyn office of the United States Probation department and PO Pac informed plaintiff that he need to accompany him to 075 Precinct. Plaintiff Wade alleges that, without any probable cause or arrest warrant, plain clothes officers Pac, Russ, and Grant violently pulled his arms behind his back and handcuffed him, and was shoved and pushed into a patrol vehicle.
