Description: On March 28, 2021, Plaintiff was illegally stopped, searched, seized, battered, assaulted, detained and arrested by POs Nelson Caceres and John or Jane Does 1-10 solely because of his race as an African American or Black male. Plaintiff was lawfully on the sidewalk when the POs exited their vehicle and illegally stopped Plaintiff without probable cause, reasonable suspicion, or a valid search or arrest warrant. POs then questioned Plaintiff and demanded identification, accusing Plaintiff of a criminal offense and violently contorting his arms behind his back to apply handcuffs.
