Description: The plaintiff was living in a special home for individuals with mental illnesses and personally had paranoid schizophrenia. The defendant officers went to the plaintiff's home in order to question him about an allegation that he had stolen a woman's purse and forced their way in without a warrant. The security guard at the front desk informed the defendant officers prior of the plaintiff's mental illness. The defendant officers did not follow protocol and barged in scaring the plaintiff into running down his fire escape.
