Description: The plaintiff is a street artist. On the night of the incident, he was approached by two of the defendants, P.O. Morales and Lt. Khan. The plaintiff was placed under arrest in tight handcuffs and placed in a patrol car after the plaintiff told Lt. Khan that he was setting up for the night and had the right to be there.
