Description: On October 3, 2021, Plaintiff and his daughter were passengers in the vehicle of Plaintiff's friend when NYPD Officers including Officer Mohammad Shan illegally approached and stopped the vehicle. The Officers then falsely stated that Plaintiff and his friend had arrest warrants and/or I-Cards out for their arrest based on a complaint made at a grocery store, where Plaintiff had gotten into a verbal argument approximately 15 minutes before the stop. Ignoring the exculpatory information proffered by Plaintiff, the Officers arrested Plaintiff and applied too tight handcuffs on Plaintiff in front of Plaintiff's daughter.
