Description: On April 20, 2018, Luis Figueroa and Tanya Mucmacher were stopped on the sidewalk by NYPD oficers Detective Patrick Mcllmuray, omoni Ruggiero, and Juan Cruz. The officers only told Figueroa and Mucmacher that an incident had occurred and they fit the description. Within 15 minutes, Plaintiffs were surrounded by at least 15 additional oficers. They were arrested without being told on what charges. Eventually they learned a robbery had occured, and the police had allegedly told the victim, who could not make an identification because the robber was wearing a mask that covered everything but their eyes, to ID Figueroa and Mucmacher as the perpetrators. Charges dismissed December 2018.

Description: On or about December 13, 2019, Plaintiff was aggressively approached by the Defendants in the vicinity of 477 Willis Avenue, including POs Daniel Callinan, Willie Briggs and Andrew Farrugia, who pulled up an unmarked car, violently grabbed and contorted Plaintiff's arms behind his back and applied handcuffs in an excessively tight fashion without reasonable suspicion or probable cause. Defendants engaged in the fabrication of evidence in the form of their observations of Plaintiff's commission of the acts. Defendants continued to maliciously prosecute Plaintiff on patently false charges, and deny him his right to fair trial until all the false criminal charges against Plaintiff were dismissed.
