Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Complaint
Description: The plaintiffs were playing video games when the defendant officers knocked on the door and yelled "open the fucking door or I'll shoot you." The officers broke into the apartment with guns drawn, tightly handcuffed the plaintiffs, ransacked the apartment, and took the plaintiffs to a nearby precinct. False charges were made that were not listed in the complaint, but were ultimately dismissed.
