Description: Defendant officers recognized Plaintiff as he was walking down the street as having a warrant out for his arrest. Defendant Officers handcuffed Plaintiff excessively tight, took him to the 79th precinct, where the warrant turned out to be an I-Card by Detective Moody. After Plaintiff's alibi for the incident which he was suspected of checked out, the detective let him leave.
