Description: On October 19, 2021, Plaintiff saw that officers Joseph R. Vincent and Grace Rosero-Tapia were not wearing masks at the subway station when a city-wide COVID-19 mask mandate was in effect. Plaintiff approached the officers and verbally engaged them about their failure to wear masks on the subway platform for about 1 to 2 minutes. In response to Plaintiff's repeated requests towards the officers to put masks on, Officer Vincent responded by alternating between sarcastically pretending he could not hear Plaintiff through Plaintiff's mask and ignoring Plaintiff.
