Description: On January 15, 2021, at approximately 3:00 AM, the defendants, NYPD Police Offices with the Department of Homeless Services (DHS), Frantzia Noel, James Watson, Erick Green, Kelly Habekost, and other officers John or Jane Doe #s 1-10 (identities unknown), illegally stopped, seized, searched, detained and arrested the plaintiff, Jovorne Edwards, in the vicinity of the Second Floor of Clarkes Men's Shelter at 121 Hell Gate Drive, Manhattan, New York 10035. Mr. Edwards was involved in a disagreement with another resident of the shelter, when the defendants, including Officers Noel, Watson, green and Habekost approached him in a threatening manner.
