Description: On October 11, 2015, plaintiff was pulled over by defendant Bassat. After defendant Bassat finished reviewing plaintiff’s identification documents, defendant Pellerano standing in front of plaintiff’s car motioned to plaintiff to move the car forward. As plaintiff moved his car about forward, defendant Bassat approached plaintiff’s vehicle and began yelling at plaintiff. Defendant Bassat then ordered plaintiff out of his vehicle, grabbed him by the neck and slammed him against the car. Plaintiff was searched, yielding no contraband. Defendants then gave plaintiff an unwarranted and unjustifiable traffic ticket.
