Description: On December 15, 2017, officers including Eric Torres, Michelle Fernandez, Chris Kirchoff, and other unnamed officers approached Plaintiff and falsely accused him of multiple offenses. Officers conducted an illegal search of Plaintiff's person and did not uncover anything. Officers then violently contorted Plaintiff's arms behind his back to handcuff him. Plaintiff requested officers loosen the handcuffs, and they ignored him resulting in his wrists sustaining contusions, swelling, and loss of feeling. Plaintiff was transported to the precinct then to central booking.
