Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

$4,000,000 Settlement
Complaint
Description: On or about March 22, 1993, in an effort to solve a murder case, the NYPD arrested plaintiff for allegedly possessing marijuana and took him to the 47th Precinct. The NYPD lacked probable cause to believe plaintiff had any connection to the murders. Detectives, including Detective FNU Tracy, attempted to elicit a statement from plaintiff implicating him for the crime. Detectives Andrew Dietz and Tracy also unduly coerced another individual into falsely stating that plaintiff had committed the murders. Plaintiff was arrested for the murder on March 22, 1993. The District Attorney's Office prosecuted plaintiff for the murders despite being aware that the only evidence against against him was false statements. Pla...
