Description: On December 22, 2011, defendant officers Parco and Palaj, without reason or justification, and with guns drawn, approached plaintiffs King and Dale while they were seated in King’s vehicle in front of 414 Jersey Street in Staten Island. The defendant officers pointed their guns at plaintiffs and ordered them to exit the vehicle, where they immediately grabbed plaintiffs, pushed them against the vehicle, and placed handcuffs on their wrists.
