Description: On September 23, 2011, Plaintiff was arrested and charged with attempted homicide. Two days prior he had been in a barbershop where a shooting occurred. Although he was not wearing dark clothes similar to that reported by witnesses, Detective Jay Wolsky determined that Plaintiff should be falsely charged. The victim did not report the crime at the scene, and security cameras showed Plaintiff leaving the barbershop in an ordinary manner. Description: On May 24, 2013, Plaintiff was lawfully riding his bicycle on a Brooklyn street.
Defendant NYPD officers Seamus McHugh and James Knoebel were driving in an unmarked car behind Plaintiff and began driving aggressively near Plaintiff. When McHugh and Knoebel then honked at Plaintiff, he raised his middle finger in their direction. In apparent retaliation, the officers accelerated their car to pass and then block Plaintiff.
