Description: On June 26, 2010, Defendant NYPD Detective Cynthia Young of the 75th Police Precinct in Brooklyn, as belied by an arrest and complaint report containing numerous false entries, failed to investigate and failed to arrest a man, Emerson Forde, who had five days prior stabbed Plaintiff Joseph Perrotta. The false entries and material omissions in Young's report were deliberately designed to help the assailant avoid capture and prosecution.
