Description: Plaintiff was crossing the street when he was struck by Defendant Officer's vehicle. Plaintiff tried to flee the Defendant Officers but Defendant Officer O'Connor grabbed and pushed Plaintiff into the middle of the roadway. Defendant Officers were in plainclothes and Defendant Lieutenant Jacobs brushed up against Plaintiff who felt a concealed firearm, to put Plaintiff in fear of death/injury.
