Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Complaint
Description: On March 7, 2021, Plaintiffs (Stacy, Shadae, Oshane, and Diamond) were lawfully driving when they were pulled over by an unmarked police car. The police officers got out and dragged Plaintiffs out of their car. The officers repeatedly punched and beat Plaintiffs. Oshane was placed in a chokehold when the officers removed him from his vehicle. Shadae was shoved to the ground and was kneed on her back. Officers tased Shadae twice. Plaintiffs were then detained and taken into custody, where Plaintiffs were denied medical attention. All charges against Plaintiffs were dismissed.
