Description: On December 16, 2006, Police Officer Jason Arbeeny arrested Plaintiff for the sale of a controlled substance, whereas Plaintiff did not sell a controlled substance and was not in possession of any controlled substance at the time of the incident. Arbeeny fabricated that Plaintiff had a controlled substance in his possession, fabricated a story about what Plaintiff said to him, planted illegal substances on the plaintiff, and made false entries in police records in order to meet department quotas.
