Description: On March 18th, 2018, at approximately 1:30 pm, inside 139 Flatbush Avenue, Brooklyn, NY, Defendants NYPD police officers, detectives, sergeants, lieutenants, Clinton Philbert, Shapiro Lecorps, and John or Jane Doe 1-10 approached Plaintiff Jerry Province in a threatening and aggressive manner. Defendants did not have a lawful reason to approach, stop, seize, or arrest the Plaintiff because they did not observe him commiting any crimes, violating the law, or get any information from any witnesses indicating that the Plaintiff participated in criminal activity.
