Description: Incident One:
On September 17, 2018, plaintiff Polanco was stopped, seized and searched, battered and assaulted, detained and arrested by the defendants, with their outstretched hands suddenly and violently grabbing him about his person. The defendants then accused plaintiff Polanco of a criminal offense. They searched his person and recovered no contraband and proceeded to violently contort plaintiff Polanco's arms behind his back so that they could apply metal handcuffs, disregarding plaintiff Polanco's complaints that the cuffs were placed on too tightly causing him significant discomfort and pain.
