Description: On April 23, 2013, Jorge Luis Morel arrested Plaintiff while Plaintiff was attending a child custody hearing at Bronx County Family Court without probable cause or justification. At that time, Morel was dating Arelyz Vargas, the mother of Plaintiff's child, whom was the other party to the child custody hearing. Vargas had previously filed a false Family Offense Petition against Plaintiff, claiming that Plaintiff had struck her in the head, and as a result Morel arrested Plaintiff despite knowing the falsity of the Petition.
