Description: On or about March 13, 2020, plaintiff was approached by defendants, including defendants Ryan, Phipps and Doe with outstretched arms. Thereafter, plaintiff plaintiff’s face, body and chest were slammed by them onto the ground. Defendants Ryan, Phipps and Doe pressed their knee into plaintiff’s back. Defendants then seized and searched plaintiff and his personal property. They took plaintiff's license and thereafter threw it onto the street. They arrested plaintiff by grabbing plaintiff about his body and extremities before violently contorting his arms behind his back and affixing metal handcuffs to his wrists in an excessively tight fashion.
