Description: On July 21, 2012, at around 4am plaintiffs were in a Honda motor vehicle while driving on West 39th St, New York, NY. Plaintiffs were heading towards the Lincoln Tunnel to return home to New Jersey. Defendant officers commanded plaintiff Augusto Perez to stop his vehicle.
