Description: On May 27, 2012, plaintiff, who was using drugs, entered a Clock Tower, ignoring questions from the building's concierge. A plainclothes officer grabbed the plaintiff without announcing that he was an officer. The plaintiff broke free, but was then confronted by a group of around eight officers who grabbed the plaintiff, punched his face, chest, and back, and hit him in the back of the head with an unknown object.
