Description: Defendant Officers arrested Plaintiff at his Parole Officer's Office, taken into custody, and then subsequently released him when they released he was not the culprit of any crimes. Weeks later, Defendant Officers stopped Plaintiff on the street, handcuffed him, and said he was the subject of an I-card. Plaintiff was searched, taken to the 32nd Precinct, strip-searched, and charged with Criminal possession of marijuana in the 5th and Possession of a Controlled Substance.
