Description: On September 2, 2012, PO Kevin Deleon Shield, Medina and John Doe #1-6, approached Plaintiff on a public sidewalk while he was waiting for a friend. They took Plaintiff’s wallet from his pocket despite his repeated objections, purportedly to obtain his ID to issue a summons ticket. The officers then seized Plaintiff by his arms and indicated he was being placed under arrest. While placing the handcuffs they forcibly pushed Plaintiff’s arm through a window, causing cuts to Plaintiff’s arm, which required stitches at King’s County Hospital.
